WebInspect 10.40 license

I should probably send this to HP Support but I'll ask here anyway.  I had to rebuild my laptop and had not reinstalled WebInspect yet (had 10.30) installed.  I just downloaded 10.40 and installed it and entered the activation token I had used to install 10.30 but I get an error: "you have exceeded the installation limit of your license License xxx cannot be retrieved."  Can someone tell me what I need to do or if I need to just enter a ticket on the support site?
