As Hari indicated, for very old frameworks you may need to resort to installing an older copy of SCA that supported it at that time. The MF Documentation site can help you drill into the various "Fortify System Requirements" documents for each release.
Also, be aware of the following warning in the System Requirements ("FPR File Compatibility") regarding the FPR Version of your Application/Projects defined on your Fortify SSC Server. The SSC Server should always be the same version or newer than your installed SCA scanners. However, within the individual Application/Projects defined on the SSC Server, each one will have its own "Version Number", which is not necessarily the same as the SSC Server, but can be older. The individual Project's Version Number is dynamically assigned to be that of the latest version of SCA scans that have been uploaded to that individual Project. So for your particularly old application framework, you will want to be sure that you only upload scans to the Project from that matching and necessary older release of SCA, and not any of the newer SCA installations you may have on the network.
