If you paid maintenence on your license then in Customer Center you should see a license for later IDM releases. (Though I would suggest you go to IDM 4.7.2 the latest, not 4.5 which is already out of support).
When upgradinf from 4.0.2 to 4.5 to 4.7 we need seperate product license for 4.5 and 4.7 or we just need only upgradation license beacuse we are upgrading from 4.0.2 that version license is with us can anyoone please suggest?

When you upgrade to a version that requires a new license code, you get the usual 90 days fully-functional evaluation period again. So unless you remain at 4.5 for more than 3 month, you only need to activate the license for 4.7.

Also make sure you are in the NetIQ customer center and not Micro Focus. You can change this in the customer center top left if needed. This has caused some confusion before for some customers not being able to find licenses in customer center.
