Can I use SOAP driver to create a web service?

Hello everyone,

What I have read about in the SOAP driver is that it allows calling of
web service on external applications.

Is it possible to do it the other way? Meaning to use the SOAP driver
create a web service which external application can call and perform
provisioning events in the publisher channel?

Yes, it's explained in the docs for the SOAP driver. I suggest you start
    with reading.

And there is no automated way to generate a WSDL.
