Are there known to be any actual password changes in the registry queue? I wonder if that's what you get when there are none to be processed.
  • It looks like a similar case already reported in the forum in 2015.
    http://codeverge.com/novell.id-manager.drivers/password-sync-ad-out-of-memory/1766294

The solution that resolved the issue in similar case:
    Found a solution:

    - stop remote loader service
    - go to registry and locate: local_machine/software/novell/
    - now give your ad admin, under which your rl_service runs full rights
    to passwd_sync key
    - now press F5 and a data key will be visible
    - delete all below data
    - give all rights to data also
    - do the same on each domain controller

this helped and now the passwd sync runs...

That is a possible solution, but you should probably remove the "novell"
folder, as you from now on has admin rights to the passwords - which is
    not what you want.
