Fulfillment notification to end user and others

As a user I want to be notified when a requested permission is actually fulfilled by the system.

There are use cases in which a service desk or manager requests permissions for a user. As a user I can not see the status of these requests so I would need to check periodically if those requests are actually fulfilled.
Furthermore:
As a user, I have to login to the request portal to be able to see the status of my own requests. It would be very nice if the system can notify me when my own permission requests are fulfilled.

It should also be possible to send a notification to (for example) the application owner and/or manager and other generic email addresses (like service desk).

And for manager/application owner/other persons involved:
