Unable to access any menu option on Configuration and Administration menus of UA portal

This is an IDM 4.8.5 running on SUSE 12 SP4.

We are unable to access any of the options on Configuration and Administration menus on UserApplication portal. We open the menu click on any of the options and it goes to the Dashboard page. On the other menus, some of the options work and some don´t. What could be the issue. I have looked at ism-configuration.properties and did not find anything different there. I deleted permindex and restarted tomcat, but it did solve the issue. I have no idea where why this could happen. Anyone have seen it?

There is no error on catalina.out.

    Someone needs to login, with the UserApp Administrator permission role.  Generally your uaadmin user created at install time has those roles. 

    If not, there is an option in configupdate.sh there is a choice to regrant the permissions.

    (Permindex has no connection to this).

    Out of curiosity, when logged in, in the upper right of the screen can you see the Settings and all the system settings?  or just personal settings?

    The User App Admin should see the Settings as well. In that section there is an Access tab, which defines what permissions each set of defined users can see in the GUI itself.  (This is likely the part that is wrong, but first you have to get to Settings to fix it).

    I´m accessing using the user administrator, it has a different name only. This user has all administrative roles assigned to him. I checked the Settings and they are all there. I cleared Permindex just to do a basic task when troubleshooting the UA portal. It looks like to me it is a redirect issue, but I´m not finding anything wrong.
