Summary
Unusual errors were seen logging in to the UA display such as "Unauthorized access to page : Dashboard. The first notable error in the catalina log was SEVERE: Servlet.init() for servlet [AdminSettingsConfigurator] threw exception.

Situation
The following error was seen on first login to User Application.

A page refresh would work and the user could proceed and work normally.
There were anecdotal reports of other page display issues that could also be solved with a refresh.
Examining the tomcat catalina log showed this error when tomcat was first started.
