Summary
A loopback driver was moved to a different Identity Manager server. The purpose of this driver was to assign roles based on a group membership change. After the driver was restarted it was noticed that roles were not being assigned as expected and the driver log showed an error -626 ERR_ALL_REFERRALS_FAILED.

Situation
An Identity Manager server needed to be decommissioned and removed from the eDirectory tree.
This server hosted multiple IDM drivers and these drivers were stopped and assigned to alternate IDM servers in the same eDirectory tree. All seemed ok except for one loopback driver.
