-1473 error setting Remote Loader or Application password on IDM Driver

Situation
When attempting to set the Application or Remote Loader password on a driver the following error is received:

"The following error occurred: com.novell.admin.common.exceptions.UniqueSPIException: Unknown meaning for error number -1473; Please call a NetIQ support provider"

However, you attempt to select a different server under the Authentication For Server: setting, then you change change the password fine for the driver on the other server.
