How rewrite standart messages

Hello! I want my text in Russian to be shown in the identity server instead of the standard error and warning messages. Where can I replace the content of messages?

Yes, i used this guide. But, encoding aren't correct

By default page encoding and charset is set to UTF-8, like this:
<%@ page pageEncoding="UTF-8" contentType="text/html; charset=UTF-8"%>

When you are creating nidp_custom_resources.properties file, are you using editor that is writing file in UTF-8?

Yes, i am using editor "vim". When i am coping this file in my windows host and open in nodepad and converting to UTF-8. Nothing changes
