Ability to specify contract time out that is not multiple of five

We Need to ability to time out exactly 15 mins 

Current timing out 15-2 = 13 mins (current algorithm or by design is - 2 mins)   

Impact: 

Due to mandatory security compliance we have to reduce time out to 15 mins and users required full 15 mins in place.
