Option to configure / define a user Session Limit per IDP cluster node

- The IDP user session limit will be configured as IDP cluster option This requires to check existing user sessions over all cluster member which might case performance issues.

- An option which would just check the user session limit per cluster node would be useful in cases a given client would run due to L4 session stickiness against one IDP cluster node.
