IG Fulfillment Targets- allow email integration with ITSM solution

allow IG fulfillment to generate an email to fulfilment target system (ITSM) with actionable information.  Most enterprises are setup to allow ticket generation by email. This would be much simpler and fast to integrate the IG fulfillment process into existing ticketing systems than the API methods.
