In the tomcat directory, so /opt/netiq/idm/apps/tomcat/conf there are a couple of settings files.

Dang it, I cannot recall off hand. Maybe clients.json?   One is a JSON listing the clients, the other is a clients directory with files like 1.json, 2.json. etc.

Copy the conf level file, the directory with the #.json files.  That should do it. 

There is a way to switch the config to read from the DB which would allow all nodes to read from the same source.  But then you would not have per server settings.  Thought maybe not, since it is in each ism-config, I guess you could have 3 nodes, 2 reading from DB, 1 from files...  Never tried that.

The line in ism-config would be:

com.netiq.idmdash.client.settings.store.preference=database

Default (and absent) is =file

This is where the MigrateSettings tool is useful to copy the File settings into the DB.  And then there is a warning that:

If you modify the client settings mode, you must also set the com.netiq.idm.rbpm.updateConfig-On-StartUp property to true in the ism-configuration.properties file. By default, the property is set to false. Setting this property to true ensures that the application configurations are correctly refreshed and updated in the database after Tomcat is restarted.
