Policy: create-resource action: to contain ability to create resource to subContainer

We have used PRD and integration activity to create resources.

Since create-resource action is now implemented to policy script, we would like to use that. However it lacks one required feature. You cannot create resource to sub folder under ResourceDefs.

When creating Resource with REST it is possible to create resource to subfolder with subContainer option. So it seems to be quite easy to add to action. 

In create-role action there are parameter sub-container to create role to subfolder. I would like to see similar as this in create-resource.
