GPA should allow you to secure specific GPO Settings

I have had couple of customer request where they wanted to allow specific groups of location specifc admins to change some GPO settings (desktop config, control panel etc) and then allow only a different specific group of Company wide admins to change other settings (User Rights, Restricted Groups, etc).
