Please note that the product is not PVCS, it's Dimensions CM.

In order to check out an item you need to have the role for the first transition in the lifecycle for the relevant item type. In this case the item type appears to be TEXT. Please open the Administration Console, go to the Item Type list, select Item Type TEXT and then select the Lifecycle tab. Have a look at the role required to action an item of that type from the first to second state. Then go back to the home screen of the Adminconsole, go to the section where user roles are assigned and check to see if you have one or more of the roles required for that first transition. If you don't you'll need to ask your Dimensions CM administrator user to assign you the role.
