According to the above URL of knowledge base, we realize that session_timeout value is the key point for releasing Dimensions license. Our customers always tell us that session_timeout period is too long to release available license for other users to use. Meanwhile, users' complaints occurs. We know the users should disconnect from Dimensions Clients when they don't want to use these clients. It's impossible for everyone to remember to do this. 

Because the OpenText support tell us:The default minimum value for 3600s cannot be adjusted without further action. In order to solve this problem permanently, we need to decrease the default session_timeout value "3600" of listener.dat of Dimensions 14.5.3, 14.6 and future versions.
