GitHub Action for LoadRunner Enterprise

create github action for LoadRunner Enterprise in same way as for loadrunner cloud.

Give ability to this action to do more than simply launch execution on LoadRunner Enterprise.

below features expected:

- syncrhonize scripts from github repository to loadrunner enterprise and play it by specifying him a folder inside the repository.

- able to read a yaml test workload and play it

The global purpose is to remove the use of Jenkins in the syncrhonization between Github and LRE
