Please download the analysis report from Jenkins workspace job build and try to open the report locally from the browser

If it's blank, so it means the Loadrunner Enterprise plugin do not download the report form Loadrunner Enterprise .
If the report is not blank, this means the Jenkins have security prevent to display the content.

If the issue related to the security
We need to do these steps :

Jenkins home page - mangae jenkins - script consle - in the console we run this command
System.setProperty("hudson.model.DirectoryBrowserSupport.CSP", "")
