Install of community edition froze and won't repair

In the middle of installing OpenText LoadRunner 24.1 community edition it froze, my computer restarted and I have LoadRunner downloaded however I was unable to complete the necessary installation steps because of the freezing. When I go to the setup wizard and click repair it gets stuck on "executing run_before_modify" and never completes. I let it stay like that for 2hours yesterday and nothing. Should I uninstall and reinstall? I also get a no license error when I open the Controller and when I open Analysis I get an incorrect wrtiting file eror.
