Add SOCKS Proxy capability for RTE protocol

Currently there is no runtime setting for proxies in the RTE protocol in VUGEN. Proxy capability required for connections only possible through proxies in certain environments. Allows testing telnet, ssh, and sftp connections using RTE when a proxy is required.
