On the old Resource Allocation page, if you're in Table View you will not have access to quarter view, you must switch to "Gantt" view for it to become available.

Since you're on PPM 9.66, you may already have access to the Team Management module. In it, you can view demand (and allocations) by week, month, quarter, or year, and in table view.

Note that Team Management module has also been significantly improved in subsequent versions, and PPM 9.66 has been released almost 3 years ago and will soon go out of support. An upgrade is strongly encouraged, as the Team Management page is a significant improvement over the current resource pool allocation page - for no extra cost and a single click to add a corresponding Team on top of an existing resource pool.
