I've checked the code, and whenever you change the start date of the project we try to move the Financial data, however this comes with some very heavy requirements:

- If there's any actuals after the old start date of the project, we cannot move the FS data (and thus can't change project start date)

- If you move the start date back in time and that there's any financial data between the old and the new start date (actuals or forecast), we cannot move the financial data and thus cannot change project start date.

This logic exist since at least 2012 so that's not something new. I understand how you may want to be able to change project start date independently of any data in the financial summary, but this would still be an ER I'm afraid.

There's actually a workaround to bypass the whole "Update SP/FS" logic: Do a Request Advanced Search on the Project's request type, and include the "Planned Start Date" in the returned fields. The select your project, and select "quick edit". You can then edit the field value directly on this screen, and it should bypass the move of FS/SP data, which I assume is what you're expecting anyway.
