Oracle database for Azure Cloud

Hello,

We are planning the PPM installation on the Azure cloud. In the architecture diagram, the term 'Oracle Database' is used as shown below.

 

Does this reference indicate a manual installation of Oracle RAC on Azure, or does it refer to the Oracle DB cloud service? 

If it's a manual installation, we would need to configure 2 or more nodes for Oracle RAC. However, with the Oracle DB cloud service, the infrastructure management would be handled by Oracle.

Which option would be recommended in this scenario?
