I just want to ask if I can modify or edit a default validation?
The validation is already used in many request types so Im just thinking of editing it only instead of creating a new one.

If by "default" you mean "built-in", then no, you're not supposed to modify it as it should be read-only in the workbench. We know that some customers/partners have modified the built-in validations by editing the SQL directly in Database, but these changes will be overridden on every PPM upgrade, and the custom value will override any possible fix or modification that is part of the product - and create issues that will not be supported as they result from custom modifications.
So we strongly suggest you to copy the built-in validation and modify the copy to meeting your requirements. You will have to modify many request types to use the new validation, but if you upgrade to PPM 24.3 you will have a Web UI to edit request types that makes using a different validation for a field very easy.

In the Web UI of PPM 24.3 you have a "Manage Request Types" menu in Open/Administration. In it, you can open a request type and change validation (as well as many other properties) of all the fields of the Request Type - but not (yet) if the fields are part of the Request Header Type. We've added the ability to edit Request Header Type fields in PPM 24.4.

Correct. Even in 24.4, you can rename existing sections and move a field between sections, but you cannot add a new section yet.
Submitting an Idea is welcome to help us prioritize improvements to this new Web UI.

Actually - my bad - you can create new section by dragging a new (or existing) field to a blank space below or above an existing section. It's easier to do if you fold all the sections first. A red-ish highlight will appear under the dragged field, and a new section will be created when you release the mouse button to drop the field.

Just to confirm, this is available in PPM 24.4 only.
The screenshot you provided is different than the view in PPM 24.3.
