Add Permission to create and edit testing cycles and configurations for manual configuration testing

Permission with Silk Central. Manual Execution Planning> Manage testing cycles and configurations (Permission to create and edit testing cycles and configurations for manual configuration testing.) This permission currently allows users to manage Test Cycles and configuration, this allows a user to create/rename Status Reasons, this permission should be for a project administrator and not a user.
Request that this permission is broken down so that changes which could affect the project are managed separately
