One possible reason for this is that after an update, SilkCentral Test Manager may still (for reports), be looking for the content in the old 8.1 folder and not the new 8.1.1 folder (under Program Files). By copying over the old existing content of the 8.1 folder to the 8.1.1 folder, you should be able to activate the report server and view reports.

This issue can be due to not re-booting after the initial uninstall and after the re-install of the new product.
