You probably missed some users when granting access rights. For example users belonging to multiple groups, they might be denied access in one group.
Thank you for your response. User was actually able to raise deployment request 8months ago. I believe its only recently that the issue with labels has occurred. Another user also reported an issue with labels while he checkin file, any way it resolved after granting permissions. But one user still facing issue with labels in DR form as mentioned above. Could you please provide any other suggestions or solutions that I can try?
it sounds like there were changes made to access rights, and something went wrong. I suggest you review the access rights, especially the recent changes. probably some users were denied rights by mistake.
Thank you for your continued support, I have verified the access rights, groups which user included were granted full rights to labels. Upon further investigation, the user experiencing the label issue found that his teammate is able to raise DRs, he noticed that while raising DRs, certain options not available to him, which his teammate able to see, I have attached snap below.
I greatly appreciate your assistance in reviewing this additional information and providing further guidance to help us resolve the issue.

This application uses a custom workflow, the issue could be with the workflow or with access rights, review both.
Thanks for the response, user following the same workflow to create Deployment request in StarTeam which he followed in past to create Deployment requests, there is no change. And I have granted access rights to all groups where user is part of.
