Answer:

Deployment licensing is a variation of Concurrent licensing. It differs from concurrent licensing as there is no heart beat and no limit to the checkout period. This licensing type is designed for deployment products.

StarTeam is not enabled for deployment licensing. Currently, that licensing type is only available to Borland AppServer.
