Answer:

This error occurs in the server log because BLS has run out of concurrent licenses or some licenses have not been released back to the concurrent pool yet. The best advice is to wait 5 minutes for the server to resynchronize with the License Server and to try again. If the error continues and the users are not able to log into StarTeam, try giving some users Named licenses. If that is not possible, you will need to contact your Borland Account Representative and purchase additional StarTeam Licenses.
