If one testcase from workflow are using PDF addins , should we select PDF addins for all testCases these are included as external actions

If will do somthing about PDF in action_OpenPDFAndDataValidation In testCaseD, should we also select [PDF] addins in testCaseA, testCaseB, testCaseC ?
