Mobile App missing storage permissions

I have CM 23.4.1 and when using the mobile app and try to view a document I get a permissions error.  Upon install (on Samsung A35 for example) there is no prompts to grant permissions and I tried to go to app config in Android to manually grant permissions but the permissions are not listed.

Is there a workaround for this?
