How are the 12-hour or 24-hour chosen to be displayed in DP10.70 web-based scheduler ?

The Web-based Scheduler displays time in 12-hour or 24-hour time format based on the locale configuration of the user. For example, if the user locale is German, time is displayed in 24-hour format and if the user locale is English (United States), time is displayed in 12-hour format.

Response
The display of 12-hour/24-hour format depends on the country and it can not be modified without selecting another country at Windows System where DP GUI is used .
Each country has a default setting (12-hour or 24-hour) and DP just refers to the default value of the country.(Ex. German is 24-hour, US is 12-hour, Japan is 24-hour, etc.) .

For instance in Japanese environment, even though Short/Long time format was manually changed from 24-hour to 12-hour at "Control Panel - Region",
DP uses 24-hour format because it's a default of "Japanese(Japan)" .
If "Format" was changed from "Japanese(Japan)" to "English(United States)", DP uses 12-hour format even though "Japanese(Japan)" is set as Windows display language at "Control Panel - Language - Advanced settings" .
