Export Windows Client from the client itself when the client is inaccessible

Environment

Data Protector version: 11.01
Client-server OS version: Microsoft Windows Server 2016 Standard

Situation

A client-server running DP 11.01 is to be exported from an old Cell Manager(11.01) and imported into a new Cell Manager(23.4). A normal export could be performed but due to some issues the client is having, it is inaccessible at the moment.
