Situation

At certain times applications using SOAP like GMS and GW web are not able to connect to the POA anymore, the POA log file shows that the POA is starting new SOAP threads over and and over again until it reaches the maximum of 80 handlers. 

The log file shows many lines like this with the last number going up until 80
 

Starting GWSOAP-<PO name>-Handler_xx

After all 80 threads are started no more threads can be allocated and the ones that are started/running are not released anymore, this will result in the following error in the POA log file
 

Error putting item in queue [8F01]

Only a restart of the POA will make the POA accept connections over SOAP again
 

Resolution

This is reported to development and fixed in the POA for the following versions

GroupWise 24.1 build 145343 or later
GroupWise 24.2 build 145491 or later
