After upgrading GroupWise Web to a newer version, I receive the following error when attempting to restart the docker gwweb image: "Unable to parse POA list"

GroupWise 18/23/24 

Situation


After upgrading GroupWise Web to a newer version, I receive the following error when attempting to restart the docker gwweb image:  "Unable to parse POA list" 

Cause


This is often seen when you had been running an older version of GroupWise Web and updated to a much newer version without re-running the web-config utility to update the configuration files to the newer version. 
Find resolution on support portal
