GroupWise Mobility is taking an hour to sync new items to a user

GroupWise Mobility 18.x / 23.x / 24.x 

Situation

New mail items are taking an hour to sync to users. 

Cause

Normally the POA will notify the Mobility sync agent about GroupWise events, but in the event that does not happen, the GroupWise sync agent will automatically poll the POA for new events.  The default value for this setting is 3600 seconds (1 hour).
