Unable to initialize JClient: java.lang.ExceptionInInitializerError

After installing the latest paches I get "Unable to initialize JClient: java.lang.ExceptionInInitializerError" if I want to login at the iManager.

A year ago there was the same error in OES2018 and a HotFix was available. But it is not in the repos anymore ...
