Failed to insert event into pending_events

I'm running NSM 3.1.1.15 for eDir, and I recently made a significant amount of directory changes. Now I'm getting timeouts in NSMAdmin with "Unable to service the request at this time" when checking pending events, and if I click Engine Status, I get "Timed out while waiting for a database connection to become available in the connection pool".

Nsmengined.log shows a bunch of " AcceptEvent() failed to insert event into pending_events: " followed by the event XML, and it's logging this error about every 10 seconds.

I've restarted the engine server, and still get the same results.
The server utilization (memory, cpu, IO) are all pretty low.

Any suggestions?
