Cross Empire Migration Folder to Folder

I'm running NSM-AD 4.0 updates and I am trying to do a Folder to Folder migration but keep getting an error during the Validate: No action taken due to failure to verify the target folder exists.: (54) Access denied because of insufficient rights, privileges, permissions, or the file system is in use. I can use the migration wizard to do a User to User migration.

    Are you using the same source and target paths in your folder-to-folder
    migration that you're using in your user-to-user migration?

    I am not exactly sure what you mean. But I did try something that kinda worked- I copy-pasted a folder with several files and sub-folders from the NSS volume to the AD share volume then ran the folder-to-folder migration and it did not give an error during Validate, which leads me to think that indeed the target folder must exist, which does not make sense. User-to-User does not require the AD shares to exist and I had the box checked to create new folder entries for items not having a matching target during the folder-to-folder.
