New Install of NSM 3.1.1.1 error creating NSMProxy and group

Unable to create NSMProxy or NSMProxyRights. Error is: The specified domain does not exist, or no domain controllers are available for the domain. This is a test environment. NSM server is a member server of the TEST domain. It doesn't matter if I run the admin tool on the member server or on the domain controller, same error is generated.

    Is DNS name resolution of names outside that domain working as expected?
