Allow more granular control of target placement and paths in storage policies.

It would be useful in certain situation to be able to sort specific users/folders to certain paths. The current target distribution options of free space or random don't offer this level of control.

If there are multiple servers/paths for a policy allow us to be able to sort how folders are distributed (example: a-m to server1, n-z to server2)

    We currently can distribute A-z on as on option and will work on load balancing to multiple paths. I know this is not a perfect solution, but will this help?
