Support Tip: Error: "...tsjOraOcci.dll' could not be loaded..."

When adding an Oracle dataset in Enterprise Studio this error may be encountered when attempting to test the connection or move to the next screen after entering the data source and login details. See support page.
Content Manager (Records Manager/TRIM)
Content Manager Version 10.0
Oracle 19c

Error: "Database connectivity check failed. The DLL 'C:\Program Files\Micro Focus\Content Manager\tsjOraOcci.dll' could not be loaded. The specified module could not be found. (0x0000007e)."

This happens if the Visual C++ runtime file mscvr100.dll cannot be found when initialising the Oracle Call Interface (OCI) components during Enterprise Studio's Database Connectivity Check process.

The Windows 'Path' environment variable must include the path to the mscvr100.dll file. For example, a default installation of Oracle 19c client software may add the path "C:\app\client\Administrator\product\19.0.0\client_1\bin" to the variable; however the file may actually be located in the directory "C:\app\client\Administrator\product\19.0.0\client_1\jdk\bin". Hence it may be necessary to add the correct path to the environment variable (Control panel -> System -> Advanced System Settings -> Environment Variables -> System. Edit the 'Path' variable and add a row with the correct path to the folder containing the mscvr100.dll file).

Note: Typically a server restart is required after changing system environment variables. Without a server restart users may receive this error when attempting to connect to the Oracle database using a CM client.
