Support Tip: Should SDK LogExternalEvent trigger Record Modified event?

CM 9.4
CM 10
 

Situation

It was reported that in CM 9.4 the Record Modified event is triggered when Database.LogExternalEvent is called. For example: 

Database.LogExternalEvent(auditMessage, BaseObjectTypes.Record, longUri, true);
 

Resolution

It was confirmed that the Record Modified event is also triggered when Database.LogExternalEvent is called in CM 9.4  which is not the correct behaviour. 
That does not occur in CM 10.
