    Hi wyldkao,

Are you using AD as your 'Authenticating Directory' ? If so, try the
    following:

    - Create a Group in AD e.g. ESM-Admins
    - As a Domain Admin (in AD), Delegate Control for this new group to have
'Read all user information' and 'Read all inetOrgPerson information'
    - Now under IIS Manager, on the Default [ESM] Web Site, add allow Full
Control permissions to this new group

What should happen now is ... anyone in that new group e.g. ESM-Admins
will have rights to publish policies.

    I hope that helps.

    Regards,
    Chris
