How to see why a patch included in patch policy not getting prefetched?

Hello,

All three setting for pre fetching is ticked, so patch should be pre fetched when policy  is rebuild, but path is orange/yellow in patch policy even if rebuild is done today.

My understanding is that it should be downloaded when patch policy is rebuild.

What log files should I check to find why patches fails to get pre fetched?
