Some Pre-feteched patch get cleared everyday

I recently installed the ZCM 23.4 Server FTF-97 on all Windows Primary servers.   

I found  that some pre-fected patches are cleared everyday (ex. Chrome, Microsopft Malicious Software removal tools, putty, etc).  These patches are included in different patch policy. 

Only some patches are cleared.  I tried different setting in "Patch Prefetch Settings" and  "CVE and Patch Cleanup" but problem persist.   

Any idea?
