The setting above prevents superseded patches from automatically becoming disabled.  It does not prevent a patch from being superseded.

if the patch is also disabled, then I would open a support ticket to find out why.

Yes, you can apply Patch 99 to production systems.

If running MSSQL, do see

It may be necessary to run a query in advance to drop an entry from the DB because the update may fail running the update if the settings it make already exist.  This should be fixed in future updates.

     thid production indeed use MSSQL.

I check thid document...for 23.4...it does not provide any solution (my production apply FTF98 from 23.4.0.91)

But I run "zocker ftf list -summary" it seem apply FTF98 well.

Do I apply FTF 98 success ?

It will not impact anything.... Applying Patch 99 will set the value back.

There is just an issue with the update script for MSSQL where if the value already exists it causes an error during the upgrade.  So the KB has you remove it so it can be put back cleanly.  Future Server Side Updates will most likely not have the issue.
